The City of Fishers is in the process of establishing its first two DORA Districts in the Nickel Plate District and Fishers District. 

The first draft of the ordinance was proposed to City Council on July 20, 2026. A revamped version of the ordinance will be proposed for second reading on August 17, 2026. You can view the proposed ordinance here.

The targeted effective date for the new DORA districts will be determined following approval of the districts by the Indiana Alcohol and Tobacco Commission (ATC).

What is a DORA

A DORA is a Designated Outdoor Refreshment Area and has specific regulations, boundaries, and operating hours.

Within a DORA district, alcoholic beverages in specially marked, disposable containers purchased from participating establishments may be consumed throughout the boundaries of the district and inside participating establishments Alcohol purchased from non-participating establishments must remain on the premises of the establishment. No outside beverages may enter the boundaries of an established DORA district.

Nickel Plate District DORA

The proposed Nickel Plate District DORA is bordered by the Municipal Drive and Lantern Road intersection to the north, Commercial Drive to the east, South Street to the south, and Fishers Center Drive to the west. View the map below for exact boundaries.

Fishers District DORA

The proposed Fishers District DORA includes the entirety of Fishers District, generally, 116th Street to the north, Whistle Drive to the east, and USA Parkway at its southern and western borders. This includes The Yard, The Union, Fishers Event Center, and The Crossing. The Slate residential area is excluded from the district. View the map below for exact boundaries.
