Why Does Fishers Need a Public Safety Nuisance Ordinance? 

The City of Fishers is proposing a new ordinance to combat repeated, undeterred public safety nuisances in commercial buildings. These nuisance scenarios drain public safety resources and create unsafe experiences for residents and visitors to Fishers. 

Via a thorough tracking process, the City of Fishers public safety team monitors all commercial businesses, excluding healthcare, schools, and government facilities, to determine the frequency and quantity of public safety complaints, citations, and calls-for-service.  

What Qualifies as a Public Safety Nuisance? 

A nuisance complaint is categorized as excessive, repeat complaints, citations, or calls-for-service in a 90-day period.

Via a thorough tracking process, the City of Fishers public safety team monitors all commercial businesses, excluding healthcare facilities, to determine the frequency and quantity of public safety complaints, citations, and calls-for-service.  

What is the Process for Businesses Identified as a Public Nuisance? 

7  Valid Complaints, Citations, and/or Calls for Service 

After seven valid complaints, citations, and/or calls-for-service the public safety team will send a WARNING NOTIFICATION to the business owner. 

10 Valid Complaints, Citations, and/or Calls for Service 

The business owner will be required to attend a MANDATORY MEETING with the public safety team to develop and enter into a REMEDIATION AGREEMENT within 30 days of the 10th complaint, citation, or call-for-service. 

15 Valid Complaints, Citations, and/or Calls for Service 

Following the 15th valid complaint within 90 days, and either a failure to enter into a remediation agreement or a failure to substantially meet the obligations of the agreement, the business will be designated as a chronic violator for six months and will receive a $250 fine for each subsequent violation.
