About the Study
In summer 2022, Mayor Scott Fadness established the Allisonville Road Steering Committee to work alongside HWC Engineering to conduct a study to examine the commercial center of the Allisonville Road corridor between 106th and 126th Streets. The limits of the corridor are anchored by existing greenspace and recreational areas, including the White River to the west, Conner Prairie to the north, and the future 125-acre White River Park to the south. However, the commercial center of the corridor—one of the city’s original retail centers—is aging, and the committee was charged with creating a plan to ensure that this area remains a vibrant destination for business and leisure for years to come.
In March 2023, the City of Fishers announced the findings from the Allisonville Road Corridor Study and its plan for revitalizing the heavily traveled corridor in west Fishers. The resulting plan included a focus on:
- Greening the corridor
- Road and walkability improvements
- Enhanced connectivity
- Collaboration with local business partners to infuse vibrancy in the area

Updates
Over the past two years we’ve put this plan into action. This once aging corridor is becoming a dynamic gateway to our city with refreshed roadways; new commercial investments; fresh, on-trend housing; and upgraded recreational experiences.
Fishers White River Park
In early 2025 we broke ground on the Fishers White River Park at the corner of Allisonville Road and 96th Street. When it opens this fall, this 125-acrew park will give residents an opportunity to interact with one of the region’s greatest natural assets—the White River—with a kayak and paddleboard launch and area for creek stomping. The park will also feature miles of trails, with access to nearby parks and greenspaces, enhancing connectivity along this corridor.

West Fishers AgriPark
Fishers Parks is in the very early stages of developing a second AgriPark along this corridor to bring the urban farm concept to west Fishers.

96th Street Roundabout
Road improvements and enhanced connectivity were a primary focus of the plan. In 2024, the City transformed the Michigan Left intersection at 96th Street and Allisonville Road into a two-lane roundabout adjacent to the new River Place development and upcoming Fishers White River Park.
New Kroger & New Kroger Fueling Station
In 2025, Kroger opened an expanded store and new fueling station on the east side of Allisonville Road. This new site across the street from their former location is nearly twice the size of the original store and features an upgraded selection of products along with a Starbucks, store-made popcorn café, Murray’s Cheese shop, and apparel department.
Vibrancy & Beautification Efforts
Another key area of focus was boosting greenspace and enhancing the streetscape to achieve vibrancy and improved care for the corridor. Over the past few years, the Department of Public Works has worked to update median designs and enhance beautification efforts along the corridor. Along with these efforts, the City worked with Duke Energy Foundation to plant 200 native trees along the corridor in 2023.

116th Street Roundabout
The City has begun planning for another two-lane roundabout at the intersection of 116th Street and Allisonville Road, further improving the flow of traffic and aesthetics of the area. Construction is planned for 2026.

River Place
Redevelopment and business partnerships with local businesses are identified as key priorities in the new plan. In March 2023, CRG Residential and the City of Fishers broke ground on River Place—a $135 million mixed-use project at the northwest corner of 96th Street and Allisonville Road. The project includes the River Place Flats luxury apartment community, for-sale River Place Townhomes, and three multi-tenant commercial retail buildings situated next to the future Fishers White River Park.

Balmoral Village
In January 2025, Fishers City Council approved the rezone of the Balmoral Village, a 44-acre planned unit development (PUD) previously the Balmoral Event Center and Golf Course. The new urban neighborhood will offer 69 single-family homes and 105 for-sale townhomes all with rear-load entry. The project will include open space activation along Eller Run creek and several pock parks. Lennar Homes is expected to begin construction in Fall 2025.
