Proactive Neighborhood Maintenance Program 

Keeping Fishers Neighborhoods Vibrant 

The City of Fishers is taking a proactive approach to neighborhood maintenance to help keep our community clean, safe, and well-maintained.

Instead of only responding to complaints, our Code Enforcement team now conducts routine neighborhood reviews throughout the year, helping address small concerns early, before they become larger issues.

Most residents will not be impacted, and in most cases, issues are resolved quickly with no fines.

 What to Expect 

  • Conducted from public right-of-way only
  • Focused on visible exterior conditions
  • Most properties receive no notice
  • If needed, you’ll receive clear guidance and time to fix
  • Staff do not enter private property during routine reviews
  • Neighborhoods are reviewed on a rotating schedule throughout the year

Our goal is to work with residents to resolve issues, not issue penalties.

How to Stay in Compliance 

Simple routine maintenance can help you stay in compliance:

Landscaping & Yard Maintenance

  • Keep grass mowed and weeds under control
  • Trim overgrown bushes and trees
  • Remove yard debris, dead plants, and fallen branches
  • Maintain fences in good condition

Storage of Items

  • Keep indoor items (furniture, appliances) inside
  • Store outdoor items neatly
  • Place trailers, boats, and RVs in side or rear yards behind a solid fence
  • Remove or properly store inoperable vehicles

Trash & Debris

  • Do not allow trash or debris to accumulate
  • Keep properties clear of loose materials

Exterior Maintenance

  • Repair damaged siding, windows, doors, and gutters
  • Maintain painted surfaces (no peeling or chipping)
  • Keep exterior walls clear of algae
  • Keep exterior walls clean and free of algae

If You Receive a Notice 

If a concern is identified, here’s what to expect. Most issues are resolved quickly, often after the first notice.

  1. Friendly Notice: A letter outlining the issue, how to fix it, and a timeline. This is not a violation and no fines are issued.
  2. Follow-Up Inspection: After the deadline, an inspector will return.
    • If corrected → case is closed
    • If not → Notice of Violation (NOV) is issued
  3. Notice of Violation: Official notice with additional time to resolve. Fines are still not applied.
  4. If Unresolved: A Certificate of Violation (COV) may be issued and daily fines can begin until corrected.
  5. Final Step: Unresolved cases may be referred for legal action.

Report a Code Violation

In addition to the new proactive residential code enforcement program, we will also continue to respond promptly to complaints from residents. Please report any property issues using the Report a Property Code Violation form.

Ordinance Enforcement

This unit of the City of Fishers enforces the ordinances by acting on received complaints, researching the issues, and communicating with the involved parties thereby bringing closure to concerns or violations addressed. Zoning Code Enforcement personnel either self-observe or receive complaints from the public.

Upon observing a violation, the officer documents by visual observation, written report and photographic evidence. The property owner is notified of the violation with either a knock on the door or a friendly letter advising the property owner of the violation and educating them on the ordinance in which a violation has been identified. The property owner is advised:

  • The nature of the violation
  • How to correct the violation
  • Time frame to correct the violation
  • The enforcement avenue that will be taken if the violation is not corrected
