2026 Utility Update

The City of Fishers will consolidate separate sewer/trash and stormwater utility accounts into a single, combined utility account for 2026. The annual stormwater fee will now be billed monthly, along with sewer and trash fees, to simplify billing and make it easier for customers to manage their payments. Customers will see these changes on the February bill.

NOTICE: The City is transitioning to the billing of ONLY deeded property owners for residential utility services. This change will impact non-owner occupied (rental) properties, in which the tenant is currently billed by the City for utility service, and HOAs/COAs that currently pay for utilities on behalf of residents.

Tenants & Non- Owner Occupied Properties: The City has transitioned all existing tenant & non owner occupied utility accounts to the deeded property owner’s name. Residential utility accounts are no longer able to be placed in the name of a tenant for a non-owner occupied property.

HOAs & COAs: Starting January 1, 2025, HOAs & COAs will no longer be able to pay utilities on behalf of residents within the HOA/COA . Rather, each individual deeded property owner within the HOA/COA will have an account and receive a monthly utility bill.

Does your sewer bill not show last month’s payment as received, but you know you sent payment?

Please make sure you are paying to the correct utility (sewer account and not your stormwater account), ensure you sent payment to the correct PO Box, and are using the correct account number. You can log in to our payment portal to see if your payment did indeed post, but was just late (and after the most recent bill run). If paying by check, please allow enough time for payment to get to the PO Box before the due date.
If you set up ACH/EFT draft in our new online portal, but there wasn’t enough time before the due date for the system to validate your new payment details, then 3 days before THIS month’s due date, the TOTAL amount due (2 months worth) will automatically be deducted and you’ll be caught up and on track for future payments. No action is required. You can check your portal account to see when it successfully is paid.

Stormwater FAQs

Did you receive your Stormwater bill and have questions?

Until January 15, 2026, your stormwater account number is different than your sewer account number. Beginning January 15, 2026, they will be combined into a single account under your sewer account number. If you plan to pay online or through your bank, you MUST be sure to use your STORMWATER account numbers and PO Box address (listed on your bill) to ensure proper credit. Funds cannot be transferred between accounts. If using our payment portal, after logging in, you’ll need to click “LINK TO ACCOUNT” and input the account number and customer ID from your STORMWATER bill separately from your sewer account in the portal.

How do I find out if I am set up for ACH/EFT draft or autopay on my sewer bill?

Your Fishers Utilities bills will state if you are set up on ACH/EFT draft or autopay. Additionally, you can check this status for each of your accounts (sewer and stormwater) by logging in to our portal. It will note if you have ACH/EFT set up for each specific account.

What is stormwater?

The stormwater utility handles run-off water such as rain, watering systems, etc., to keep your yard and street from flooding. Learn more.

How is my stormwater fee calculated?

Single-family residential, condos, and unimproved lot stormwater utilities are calculated at a flat rate approved by the Indiana Utility Regulatory Commission (IURC). Commercial property stormwater rates are calculated based on stormwater engineer assessments.

What does my stormwater fee go toward?

Funds collected through the yearly stormwater bill are used for storm sewer improvements and maintenance, drainage, flood control projects and studies, street sweeping, water quality improvement projects, waterway cleanups, twice-annual city recycling days for hazardous waste materials, National Flood Insurance Program Management, construction project plan review and inspection, private drainage and water quality issue matching grants, the free rain barrel program, and citywide stormwater-related environmental compliance.

Why isn’t my stormwater paid through my property taxes/HOA/monthly sewer bill?

The stormwater bill isn’t a tax, but rather a utility service. In some communities, this is included in property tax bills or HOA fees, however, in Fishers, it is billed separately. Some common-area properties will receive a stormwater bill and will be paid through your HOA. The stormwater and sewer utilities are billed and recorded separately.

Why do I have to pay for stormwater service if I have a retention pond or a private drainage system?

Water runoff into the Fishers stormwater system occurs even with these additional stormwater management efforts.

Manage your stormwater account online at fishers.in.us/utilities or call 317-595-3140 for assistance in updating your account information. If you are moving, start-stop requests should be made online.

How can I receive bill assistance?

Local township offices can provide utility assistance. Please contact Fall Creek Township and Delaware Township for assistance.

Trash FAQ’s

How do I modify my bin selections or request more bins?

Residents can call Republic at 317-917-7300 to request modifications to their household’s trash and recycling bins (i.e. adding/removing trash/recycling bin(s), change in bin size, etc.). Each household is allocated up to three bins as part of the monthly charge.

Residents may also modify bin selection, in terms of size and number of recycling bins (i.e. you may select a 65 gal. tote or 2 recycle & 1 waste bin). These customizations are allowed, as long as the total bin count is 3 or below.

How do I pause service if I will be gone from my residence for longer than 8 weeks?

If you are absent from your residence for a period longer than 8 weeks, you may pause only trash service and billing (not sewer or stormwater) at your household. You may request a service pause by completing the Trash Service Hold Form. Please read the form for details on pausing trash service.

How do I pay my bill?

You can pay your bill online here. The City of Fishers manages billing for trash service. The monthly trash rate for 2026 is $17.33/month and is included on residents’ monthly utility bill. For billing questions, please email utilities@fishersin.gov. or call 317-595-3140.

What is the cost of trash services?

How long is the citywide trash contract?

The Republic contract is for 10 years, beginning in 2025 and running through 2035.

Does trash service include unincorporated portions of Fishers?

No, this only includes incorporated portions of the city. Use Map Fishers to find out if your property is located within Fishers city limits. Properties shown in green are inside City limits (incorporated), those shown in gray are currently outside of city limits (unincorporated). All incorporated areas of Fishers are currently included in the contract.

Is there an administration fee included in my trash rate?

The City of Fishers manages and administers the billing of residential units as part of the citywide trash contract. To effectively provide billing services and related customer support, a $2 administration fee is included in monthly trash rates. The $2 administration fee is NOT an additional fee to the rates, but is already included in the rates listed above.

Are HOA clubhouses/ common buildings included in the citywide trash contract?

Yes. Republic includes HOA clubhouses and common buildings in the city-wide trash contract. If common buildings need more than the services included in the contract (2 trash bins +1 recycle bin), the HOA must purchase additional bins. Similarly, if the clubhouse or common building utilizes a dumpster, the HOA will need to work directly with Republic to coordinate services, separate from the city contract. The City will make a form available to HOAs to “opt in” to the citywide trash service for common buildings and clubhouses.

Republic will manage the billing for clubhouses & common buildings, but will still honor the city contract rates.

I previously paid for trash services through my HOA dues. How will my dues be impacted by this change?

Since each HOA operates independently, we recommend discussing any potential changes to your dues with your HOA board members. They will be able to address how dues may be adjusted to reflect the shift in how trash fees are paid.
